Dear readers, the Civil Service 2023 Year End Bonus is likely to be announced this month, as such announcements are made around this period annually.
Around this time every year, near the announcement of 2023 Civil Service Year End Bonus, I am eager to know the bonus quantum as the quantum of Civil Service Year End Bonus 2023 is likely to be referenced by the private sector as well.
Before we turn to our estimation on the 2023 Year End Singapore Civil Service Bonus, let us recall what was paid for the preceding years’ Civil-Service Bonuses as follows:
Year 2022:
2022 Year-end Singapore Civil Service Bonus: a 1.1-month year-end bonus (over and above the “13th-month bonus”) with junior grade officers receiving additional payment of $700
Year 2021:
2021 Year-end Singapore Civil Service Bonus: a 1.0-month year-end bonus (over and above the “13th-month bonus”) with junior grade officers receiving additional payment of $500
Year 2020:
2020 Year-End Civil Service Bonus: no year-end bonus for all civil servants though there was the usual “13th month” payment. Lower-wage civil servants received a one-time payment of $1,200. As a note, Year 2020 was the year where Covid-19 struck Singapore.
Based on the above statistics and trend, it may be “convenient” to extrapolate what seems to be a linear increase trend and assume that the 2023 Year-end Singapore Civil Service Bonus may be higher than the 1.1-month year-end bonus paid out last year.
However, the above may not necessary be the case. For purpose of comprehensiveness, one should consider the overall picture. Let us consider both the mid-year and year end civil bonuses paid out since 2021, the year after 2020 (year where Covid 19 struck Singapore).
Year 2022:
2022 Mid-Year Singapore Civil Service Bonus: a 0.35-month mid-year bonus for the Civil Service with civil servants in more junior grades receiving an additional one-time payment of either $200 or $400
2022 Year-end Singapore Civil Service Bonus: a 1.1-month year-end bonus (over and above the “13th-month bonus”) with civil servants in grades equivalent to MX15 and below receiving an additional one-time payment of $700.
Year 2021:
2021 Mid Year Singapore Civil Service Bonus: a 0.3-month mid-year bonus for the Civil Service with civil servants in more junior grades receiving one-time payment of $350 or $700
2021 Year-end Singapore Civil Service Bonus: a 1.0-month year-end bonus (over and above the “13th-month bonus”) with junior grade officers receiving additional payment of $500
If you could recall, for 2023 Mid-Year Singapore Civil Service Bonus: civil servants had 0.3 month mid-year bonus with officer in MX 13(I) to MX16 grades of services receiving additional one-time payments of $200 to $400. It is noteworthy that the mid-year civil service this year is already 0.05 month or about 14.3% lower than what was paid out last year (0.35 month). If we apply the same discount of 14.3% to what was paid out for 2022 year-end civil service bonus, we arrive at about 0.95 month civil service bonus. So could Civil Service 2023 Year End Bonus be less than 1 month at about 0.95 month?
I don’t think so. I believe the government is liking to still give at least 1-month civil service bonus for Civil Service 2023 Year End Bonus. This is a reasonable estimation given that if we tally up the quantum of mid-year and year-end bonus for year 2021 and year 2022, the total quantum of the mid-year and year-end bonuses would work out to be between 1.3 to 1.45 month. With Civil Service mid-year 2023 bonus at 0.3 month, and using the above range of 1.3 to 1.45 month, this will give us about 1 to 1.15 month as a potential Civil Service 2023 Year End Bonus.
Personally, I would think there could be a slightly higher than 1-month Civil Service 2023 Year End Bonus quantum, and hence I will go with a 1.1 month quantum for Civil Service 2023 Year End Bonus.
